Package Description:

Hoffman Construction Company, Construction Manager/General Contractor (“CM/GC”) for Bonneville Power Administration Ross FSB & Civil Improvements (“Project”) being performed for Bonneville Power Administration (“Owner”) requests sub-bid proposals for Bid Package #5 – CIP Pathway and Bridgehead.  Bid items include Earthwork, Site Concrete, Pavement Markings, and Landscaping.

Alternate #A:  The Multi-Use Pathway is being bid out as an alternate scope of work to this bid package.  The Multi-Use Path is contingent on the Owner securing funding for the work and as such would be written into any contracts awarded as an alternate.  This alternate would be executed upon approval of funding from the Owner. For bid items that only pertain to the Multi-Use Pathway, such as electrical, the award of the contract would be contingent on Owner securing their funding for the work.

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 1:00 p.m. December 5, 2018, at the Bonneville Power Administration Ross FSB & Civil Improvements jobsite.  The address for BPA is 5411 NE Hwy 99, Vancouver, WA 98663.  Attendees must bring/wear their own OSHA-compliant Hard Hat and Safety Glasses, Reflective Vest, long pants, and boots in order to attend the job walk following the pre-bid meeting.  Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

Proposals must utilize the specified PROPOSAL FORM and be delivered, faxed or emailed to arrive at Hoffman Construction Company, 805 SW Broadway, Suite 2100, Portland, Oregon 97205, Bid Fax 503/221-8888, Email BIDS@hoffmancorp.com, no later than 2:00 p.m., December 18, 2018.

This is a prevailing wage project.  Bidders must comply with requirements of the Davis Bacon prevailing wage law.  Workers must be paid not less than the Davis Bacon rates cited in Decision No. WA170032 and WA170001.  A copy of the applicable prevailing wage rates is available for viewing at Contractor’s office and from the following URL: http://www.wdol.gov

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged.  Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.
