Package Description:

Hoffman Pacificmark LLC, Construction Manager/General Contractor (“CM/GC”) for Portland Public Schools Lincoln High School Replacement (“Project”) being performed for Portland Public Schools (“Owner”) requests sub-bid proposals for Bid Package #4 – All Other Building Work.  Scope of work bidding includes Polished Concrete, Precast Concrete, Masonry, Steel / Miscellaneous Metals, Architectural Woodwork, Dampproofing/Waterproofing, Metal Panels, Roofing, Doors/Frames/Hardware, Overhead Doors, Glazing, Skylights, Drywall, Tile, Wood Flooring, Flooring, Painting, Visual Display Boards, Signage, Toilet Partitions / Accessories, Wire Mesh Partitions, Folding Panel Partitions, Metal Lockers, Metal Storage Shelving, Mobile Storage Shelving, Flagpoles, Loading Dock Equipment, Food Service Equipment, Library Stack Systems, Laboratory Fume Hoods, Theater Specialties, Kilns, Gymnasium Equipment, Window Coverings, Music Education Storage Casework, Fixed Audience Seating, Stadium and Arena Seating, Telescoping Stands and Vertical Platform Lifts.

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for January 9, 2020 at 10 AM.  Attendees are to meet at the Hoffman Pacificmark LLC jobsite trailer located at 1600 SW Salmon, Portland, OR.  Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

Proposals must utilize the specified PROPOSAL FORM and be delivered, faxed or emailed to arrive at Hoffman Pacificmark LLC, 805 SW Broadway, Suite 2100, Portland, Oregon 97205, Bid Fax 503/221-8888, Email BIDS@hoffmancorp.com, no later than 2:00 p.m., January 28, 2020.  Bidders are hereby advised that an affiliate of Contractor intends to submit a proposal for the drywall work (Bid Item #13) in response to this RFP.  Sealed bids for Bid Item #13 ARE REQUIRED for all subcontractors bidding the drywall scope of work and will be opened in the presence of the Owner’s Representative.

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged.  Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid.  Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted.  Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid.  This is a prevailing wage project.  Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C.
