Package Description:

Hoffman Construction Company, Construction Manager/General Contractor (“CM/GC”) for Seaside Heights Elementary School (“Project”) being performed for Seaside School District 10 (“Owner”) requests sub-bid proposals for Bid Package #2 – All Other Work.  This bid package includes the following:  Demolition, Structural Concrete, Miscellaneous Metals, Rough Carpentry/Glu-Lam Construction, Architectural Woodwork, Doors, Frames & Hardware, Glazing, Drywall, Flooring, Painting, Signage, Toilet Compartments & Accessories, Food Service Equipment, Window Shades, Fire Suppression, Plumbing, HVAC, Electrical and Landscaping.

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for September 4, 2019 at 3:00 PM at the Seaside Heights Elementary School Parking Lot located at 2000 Spruce Drive, Seaside, OR 97138Attendees must bring/wear their own OSHA-compliant hard hat and safety glasses, reflective vest, long pants, and boots in order to attend the job walk. All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the contract documents.  Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

ALL BIDS MUST UTILIZE THE SPECIFIED PROPOSAL FORM and be delivered, faxed or emailed to arrive at Hoffman Construction Company, 805 SW Broadway, Suite 2100, Portland, Oregon 97205, Bid Fax 503/221-8888, Email BIDS@hoffmancorp.com.  Bids are due no later than 2:00 p.m., September 26, 2019. 

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged.  Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid.  Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted.  For landscaping work, bidders must be properly licensed with the Oregon Landscape Contractors Board (LCB) at the time of bid.  Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid.  This is a prevailing wage project.  Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C.  A Contractor Controlled Insurance Program (“CCIP”) for on-site operations is being provided for workers compensation and general liability.
