REQUEST FOR PROPOSALS
Hoffman Construction Company, Design-Builder (“Contractor”) for the UO Autzen Stadium - North Side project being performed for Phit Too, LLC (“Owner”) requests sub-bid proposals for Bid Package #1 – All Work. Sub-bid proposals are requested for the following bid items: #1 Sitework, #2 Concrete, #3 Handrails/Guardrails, #4 Site Furnishings, #5 Plumbing, #6 Electrical and #7 Landscaping. Bidders may submit proposals for one or more bid items.
A non-mandatory, but strongly encouraged, pre-bid meeting and site visit has been scheduled for 11:00 a.m., February 12, 2013. Attendees are to meet near North Main Gate to Autzen Stadium off Martin Luther King, Jr Blvd. Parking is available in the lot east of PK Park. All bidders are encouraged to attend in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the contract documents. Statements made at this meeting and site visit by representatives of the Design-Builder, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.
Proposals must utilize the specified PROPOSAL FORM and be delivered, faxed or emailed to arrive at Hoffman Construction Company, 805 SW Broadway, Suite 2100, Portland, Oregon 97205, Bid Fax 503/221-8888, Email BIDS@hoffmancorp.com, no later than 2:00 p.m., February 20, 2013. A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted.
Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid. Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted. Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid. This is a prevailing wage project. Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C. A Contractor Controlled Insurance Program (“CCIP”) for on-site operations is being provided for workers’ compensation and general liability.

Owner and Contractor are committed to promoting and stimulating the growth of minority business enterprises, women business enterprises and emerging small business (M/W/ESB) firms and maximizing the opportunities for state of Oregon certified M/W/ESB firms to participate in the work of this project. Notwithstanding that a specific M/W/ESB contracting goal has not been established for this project, bidders are encouraged to utilize such firms through sub-tier contracting and/or material purchases and shall provide documentation of its good faith efforts and achievements.
