Hoffman Construction Company, Construction Manager/General Contractor (“CM/GC”) for Bonneville Power Administration Ross FSB & Civil Improvements (“Project”) being performed for Bonneville Power Administration (“Owner”) requests sub-bid proposals for Bid Package #9 – Truck Wash and Other Work.  Scopes bidding are Concrete, Masonry, Steel, Roofing, Sheet Metal, Flashing & Trim, Overhead Coiling Doors, Painting, Plumbing/HVAC, Electrical, Earthwork/Utilities, and Landscaping.

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 1:00 p.m. August 11, 2020 (via GoTo Meeting).  Attendees may join the meeting from your computer, tablet or smartphone. All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the Contract Documents. Statements made at this meeting and site visit by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

In addition, Civil bidders ONLY may do a job walk on August 12, 2020 at 10:00 a.m., at the Bonneville Power Administration Ross FSB & Civil Improvements jobsite.  Bidders MUST notify Justin Paterson at justin-paterson@hoffmancorp.com or 971-409-2810 of person attending by August 7, 2020 to provide required information for security screening. Attendees should plan to arrive 30 minutes prior to start of meeting for security screening. This includes searches of your person and vehicle. Attendees will be escorted at all times once entering the Ross Complex. The address for BPA is 5411 NE Hwy 99, Vancouver, WA 98663. Attendees must bring/wear their own OSHA-compliant Hard Hat and Safety Glasses, Reflective Vest, Long Pants, Boots and Mask in order to attend the job walk.

Due to circumstances related to COVID-19 it is requested that only essential personnel attend the job walk, no more than 1 person per company. Depending on the job walk meeting size, multiple tours may be conducted in groups no larger than ten (10) people. The question and answer portion of the pre-bid meeting will be conducted after the tours.

Proposals must utilize the specified PROPOSAL FORM and be delivered, faxed or emailed to arrive at Hoffman Construction Company, 805 SW Broadway, Suite 2100, Portland, Oregon 97205, Bid Fax 503/221-8888, Email BIDS@hoffmancorp.com, no later than 2:00 p.m., August 19, 2020.

This is a prevailing wage project.  Bidders must comply with requirements of the Davis Bacon prevailing wage law.  Workers must be paid not less than the Davis Bacon rates cited in Decision No. WA170032 and WA170001.  A copy of the applicable prevailing wage rates is available for viewing at Contractor’s office and from the following URL: http://www.wdol.gov

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged.  Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.
