Hoffman Construction Company of Oregon, Construction Manager/General Contractor (“Contractor”) for Capitol Accessibility, Maintenance and Safety (CAMS) Phase II (“Project”) being performed for State of Oregon by and Through the Office of Legislative Administrator (“Owner”) requests sub-bid proposals for Bid Package #4 – West Vault Material Lift.

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for May 6, 2021 at 1:00 p.m. at the jobsite.  Bidders to meet at the Oregon State Capitol Accessibility, Maintenance & Safety (CAMS) Renovation jobsite located at 900 Court Street NE, Salem, OR 97301 at the Hoffman Office Complex in the west yard of the Capitol Building. All attendees must bring/wear their own OSHA-compliant Hard Hat and Safety Glasses, Reflective Vest, Long Pants, Boots and Mask in order to attend the job walk following the pre-bid meeting. All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the contract documents. Statements made at this meeting and site visit by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

Due to circumstances related to COVID-19 it is requested that only essential personnel attend the pre-bid, no more than 2 people per company.  The question and answer portion of the pre-bid meeting will be conducted after the tours.

This project is subject to a Project Labor Agreement. A copy of a fully executed Project Labor Agreement (PLA) has been included with the Request for Proposals (RFP).

Proposers must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to BIDS@hoffmancorp.com, no later than 2:00 p.m., May 21, 2021.

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid.  Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted.  Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid.  This is a prevailing wage project.  Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C.  A Contractor Controlled Insurance Program (“CCIP”) for on-site operations is being provided for general liability insurance.

Owner and Contractor are committed to promoting and stimulating the growth of minority business enterprises, women business enterprises, emerging small business and service disabled veteran business enterprises (M/W/ESB/SDV) firms and maximizing the opportunities for state of Oregon certified M/W/ESB/SDV firms to participate in the work of this project.  This project has a goal of 20% of the Project Work to be awarded to “Certified Firms”.
