Hoffman Pacificmark LLC, Construction Manager/General Contractor (“CM/GC”) for Portland Public Schools Lincoln High School Replacement (“Project”) being performed for Portland Public Schools (“Owner”) requests sub-bid proposals for Bid Package #6 – All Other Site Work.  Scopes of work bidding include Demolition, Earthwork (certified businesses ONLY), Dampproofing, Miscellaneous Caulking, Painting & Coatings, Bike Shelters, Track & Field, Aggregate Piers, Site Concrete, Fence & Gates, and Landscape, Irrigation & Brick Paving.  BIDDERS SHOULD NOTE:  In order to be considered for BI #2 – Earthwork, Utilities & Right of Way Work, bidder MUST be certified by the State of Oregon Certification Office of Business Inclusion and Diversity (COBID), States of Oregon, Washington and California by the US DOT as a Disadvantaged Business Enterprise (DBE) or the State of Washington Office of Minority and Woman Business Enterprises (OMWBE)

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for February 18, 2021 at 9:00 A.M.  Attendees are to meet at the Hoffman Pacificmark LLC jobsite trailer located at 1600 SW Salmon, Portland, OR.  Due to circumstances related to COVID-19 it is requested that only essential personnel attend the pre-bid, no more than 2 people per company.  Depending on the pre-bid meeting size, multiple tours may be conducted in groups no larger than ten (10) people. The question and answer portion of the pre-bid meeting will be conducted after the tours. Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

Proposals must utilize the specified PROPOSAL FORM and email it to Hoffman Pacificmark LLC Email BIDS@hoffmancorp.com, no later than 2:00 p.m., March 10, 2021.

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged.  Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid.  Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted.  Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid.  This is a prevailing wage project.  Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C.

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for February 18, 2021 at 9:00 a.m. at the jobsite.  Bidders to meet and check in at the Hoffman Pacificmark LLC jobsite trailer located at 1600 SW Salmon, Portland, OR. All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the contract documents.
