Hoffman Construction Company, Construction Manager/General Contractor (“CM/GC”) for OJD – Supreme Court Building Interior Modernization (“Project”) being performed for State of Oregon , Oregon Judicial Department (“Owner”) requests sub-bid proposals for Bid Package #1 – All Work.

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 9:00 a.m., September 3, 2020 at the OJD – Supreme Court Building Interior Modernization jobsite, 1163 State Street, Salem, OR  97301.  Attendees are to meet at southeast corner of project near job trailers.  Attendees must bring/wear their own OSHA-compliant Hard Hat and Safety Glasses, Reflective Vest, Long Pants, Boots and Mask in order to attend the job walk following the pre-bid meeting.  All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the contract documents. Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

Due to circumstances related to COVID-19 it is requested that only essential personnel attend the pre-bid, no more than 2 people per company.  The question and answer portion of the pre-bid meeting will be conducted after the tours

Proposals must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to BIDS@hoffmancorp.com, no later than 2:00 p.m., September 29, 2020.

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged.  Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid.  Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted.  Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid.  This is a prevailing wage project.  Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C.
