Washington County Law Enforcement Center Critical Infrastructure Upgrade

Hoffman Construction Company, Construction Manager/General Contractor (“CM/GC”) for Washington County Law Enforcement Center Critical Infrastructure Upgrade (“Project”) being performed for Washington County, Oregon, a political subdivision of the State of Oregon (“Owner”) requests sub-bid proposals for Bid Package #1 – All Work. This bid package includes the following: Bid Item #1 – Concrete, Bid Item #2 – Steel & Misc. Metals, Bid Item #3 – Roofing, Bid Item #4 – Acoustical Ceilings and Bid Item #5 Electrical.
A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 8:00 a.m., June 26, 2024 at the Washington County Law Enforcement Center Critical Infrastructure Upgrade jobsite. Attendees are to meet at Washington County Sheriff’s Office, 215 SW Adams Avenue, Hillsboro, OR, at the front sculpture in the courtyard. Attendees must bring/wear their own OSHA-compliant helmet and safety glasses, reflective vest, long pants, and boots in order to attend the job walk following the pre-bid meeting. NOTE: No orange apparel is allowed. Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.
Proposals must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to BIDS@hoffmancorp.com, no later than 2:00 p.m., July 10, 2024.
A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted. Questionnaire can be found at https://www.hoffmancorp.com/trade-partners/#prequalification and may be attached as a separate file or submitted separately. Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged. Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.
Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid. Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted. Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid. This is a prevailing wage project. Bidders must comply with Federal Prevailing Wage Requirements (Davis-Bacon Act) and requirements of the prevailing wage law in ORS Chapter 279C. Workers must not be paid less than the higher of either federal Davis-Bacon Rates (Decision Number to be determined) or Oregon Prevailing Wage Rates for Public Works Contracts in Oregon.
