Hoffman Fowler LLC, Construction Manager/General Contractor (“CM/GC” or “Contractor”) for WILLAMETTE WATER SUPPLY PROGRAM – RES_1.0 – PLM_5.3 (“Project”) being performed for Willamette Water Supply System Commission (“Owner”) requests sub-bid proposals for Bid Package #2 – Pipe Installation.

ONLY prime contractors that have been prequalified prior to this advertisement, pursuant to RFQ-PGM-0300919 WWSP Pipeline Construction Contractor Prequalification are eligible to submit a proposal in response to this RFP. Interested subcontractors and suppliers are encouraged to contact the prime contractors directly for subcontracting opportunities. The following have been approved as prequalified prime contractors:

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 10:00 A.M., AUGUST 12, 2021. Attendees are to meet at Hoffman’s office at 805 SW Broadway, Suite 2100, Portland, OR 97205. Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

Bidders are hereby advised that an affiliate of Contractor intends to submit a proposal for the pipeline installing work (Bid Item 1a & 1b) in response to this RFP. Proposers must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to PLM_5.3_Pipeline_Construction_RFP@docs.e-builder.net, no later than 2:00 p.m., SEPTEMBER 14, 2021.

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted. Questionnaire may be attached as a separate file or submitted separately. Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged. Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

This project is subject to Prevailing Wages. Bidder will need to comply with ORS Chapter 279C and Federal Davis-Bacon Act. Workers will be paid the higher of the Prevailing Wage Rates for Public Works Contracts in Oregon effective July 1, 2021 or Davis Bacon Wage Rates General Decision Number OR20210061 dated 5/28/2021.

Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid. Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted. Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid. This is a prevailing wage project. Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C.
