Hoffman Fowler LLC has been selected as the Construction Manager/General Contractor (“CM/GC” or “Contractor”) for the Willamette Water Supply Program – PLM_5.3 (“Project”) being performed for Willamette Water Supply System Commission (“Owner”).  We invite you to submit a Sub-bid proposal and/or Material Quotation in your area of expertise and in accordance with the terms of this Request for Proposals (“RFP”).  We are an equal opportunity employer and request bids from all interested firms including disadvantaged, minority, women, disabled veterans and emerging small business enterprises.  Visit our website (www.hoffmancorp.com/trade-partners) for other Subcontracting Opportunities.

As used herein, the terms “Bidder” and “Proposer” are synonymous and shall mean the firm responding to this RFP.  As used herein, the terms “bid” and “proposal” are synonymous and shall mean the response to this RFP.

PRE-BID MEETING:

A MANDATORY pre-bid meeting has been scheduled for 10:00 a.m., September 2, 2021.  Attendees are to meet at Hoffman’s office at 805 SW Broadway, Suite 2100, Portland, OR  97205.  Due to circumstances related to COVID-19 it is requested that only essential personnel attend the pre-bid, no more than 2 people per company. All bidders are required to attend the pre-bid meeting in order to acquaint themselves with the Project and conditions under which the work is to be performed and to correlate personal observations with the requirements of the Contract Documents.  Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

BIDDING INFORMATION:

Bidders must be properly licensed with the Oregon Construction Contractors Board (CCB) at the time of bid.  For landscaping work, bidders must be properly licensed with the Oregon Landscape Contractors Board (LCB) at the time of bid.

Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted.  Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid.

This is a prevailing wage project.  Bidders must comply with requirements of prevailing wage laws per ORS Chapter 279C and Federal Davis-Bacon Act. Workers must be paid the higher of the Prevailing Wage Rates for Public Works Contracts in Oregon effective July 1, 2021 or Davis Bacon Wage Rates General Decision Number OR20210061 dated 5/28/2021.  Wage rates are available online at: http://www.oregon.gov/boli/WHD/PWR/pages/pwr_state.aspx and https://sam.gov/content/home.

BIDS MUST UTILIZE THE SPECIFIED PROPOSAL FORM and be submitted as a single file (less than 10MB) to bids@hoffmancorp.com, no later than 2:00 p.m., September 28, 2021.  If Bidder is unable to send electrically by bid date/time, Bidder may deliver seven (7) hard copies and one electronic copy (PDF on flash drive) of their proposal to the Procurement Manager, Rebekah Kilgore, 805 SW Broadway, Suite 2100, Portland, OR 97205. Proposals can be spiral bound or in binder form. A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the bid unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  The inclusion of non-essential information e.g. marketing/promotional material, etc. is strongly discouraged.  Bids that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

Bids must be complete and clearly labeled: “Bid Package: #3 – Ground Improvement, Willamette Water Supply Program – PLM_5.3” and include Bidder’s name and addressThere will not be a public opening of bids.  Bids will be opened in the presence of the Owner’s Representative.
