All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the Project and conditions under which the work is to be performed and to correlate personal observations with the requirements of the Contract Documents.  Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

Bidders are hereby advised that an affiliate of Contractor intends to submit a proposal for the concrete work (Bid Item 3) in response to this RFP.  Bidders must email bid RES_1.0_Concrete_RFP@docs.e-builder.net no later than October 12, 2021 at 2 PM for Bid Item #3 (Concrete) only.  All other bidders are to submit bids to bids@hoffmancorp.com as instructed below.

BIDS MUST UTILIZE THE SPECIFIED PROPOSAL FORM and be submitted as a single file (less than 10MB) to bids@hoffmancorp.com, no later than 2:00 p.m., October 12, 2021.  If Bidder is unable to send electrically by bid date/time, Bidder may deliver seven (7) hard copies and one electronic copy (PDF on flash drive) of their proposal to the Procurement Manager, Rebekah Kilgore, 805 SW Broadway, Suite 2100, Portland, OR 97205. Proposals can be spiral bound or in binder form. A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the bid unless previously submitted.  Questionnaire may be attached as a separate file or submitted separately.  The inclusion of non-essential information e.g. marketing/promotional material, etc. is strongly discouraged.  Bids that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

This project is subject to Prevailing Wages. Bidder will need to comply with ORS Chapter 279C and Federal Davis-Bacon Act. Workers will be paid the higher of the Prevailing Wage Rates for Public Works Contracts in Oregon effective July 1, 2021 or Davis Bacon Wage Rates General Decision Number OR20210061 dated 5/28/2021.

Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid.  Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted.  Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid.  This is a prevailing wage project.  Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C.
