Notice of Intent for Utilization of (2) processes:

  1. Alternative Mechanical Subcontractor Selection Process (MC/CM)
  2. Alternative Electrical Subcontractor Selection Process (EC/CM)

Hoffman Construction Company (hereinafter referred to as the GC/CM) has been selected as General Contractor/Construction Manager (GC/CM) for the King County GC/CM Services for the West Point Treatment Plant (WPTP) project.

The West Point GCCM project goals include replacing mechanical and electrical equipment at the end of its useful life incorporating new technologies and improving the plant’s ability to maintain service should catastrophic events occur. The preconstruction of the overall project commences in January 2024 and is planned to end in Q1 of 2027. The overall project consists of 10 separate construction packages as listed below with work commencing in 2024 and completing near the end of 2030:

  1. Primary Tank Coating
  2. Passive Weir for Emergency Bypass, Capacity Increase
  3. Administration/Operations Center Building Seismic Upgrade
  4. Primary Effluent (PE) and Raw Activated Sludge (RAS) Pipe Restoration/Replacement
  5. Effluent Pump Station (EPS) Isolation Gate Rehabilitation
  6. Biogas Utilization Improvements
  7. Oxygen Generation System Vacuum Swing Absorption (VAS) Refurbishment
  8. Instrument and Service Air Replacement
  9. Electrical Equipment Replacement and Improvements
  10. Critical Gate Refurbishment

The GC/CM intends to select the mechanical subcontractor utilizing an alternative procurement method (MC/CM) in accordance with the provisions of RCW 39.10.385.The GC/CM also intends to select the electrical subcontractor utilizing an alternative procurement method (EC/CM) in accordance with the provisions of RCW 39.10.385.    The reasons for utilizing these alternative procurement processes include, but are not limited to, the following:

  1. Provide preconstruction services including cost estimating, scheduling, phasing logistics, collaboration with the design consultants and assistance in the most cost-effective selection of materials and building systems related to the Mechanical and Electrical scopes of work.
  2. As a Key Project Partner, MC/CM and EC/CM Contractors will participate in development of construction and phasing plans to minimize impacts to the active treatment plant.
  3. Participate in constructability reviews of the work packages and perform constructability analysis of the design documents and constructability reviews at key milestones such as 30%, 60% and 90% as needed.
  4. Participate in identification of products and methods for Value Engineering (VE) and engineering systems for life cycle cost design for Mechanical and Electrical scopes of work.
  5. Provide Building Information Modeling (BIM) services to coordinate complex Mechanical and Electrical systems with the structure and other building systems. BIM is to be utilized from the preconstruction services phase through commencement of design through building commissioning and final completion as a tool for collaboration, information sharing, estimating, planning and coordination.
  6. Participate in completion of the construction documentation. During the preconstruction phase; perform detailing and coordination of the construction documents, complete coordinated shop fabrication and field installation drawings in addition to complete construction documentation prepared by the design teams.
  7. Participate with Project Partners to complete the design deliverables. As the design progresses, the content, format, schedule and review process of the design deliverables will be established by the Project Partners in accordance with the needs of the project. Goals include principles to eliminate waste, minimize cost, maximize efficiency and achieve the County’s program and quality objectives.
  8. Participate in identification and early procurement of long-lead specialty, mechanical and electrical equipment.

Any protests related to the use of the alternative selection process must be submitted to King County, Attn: JR Meksavanh at JR.Meksavanh@kingcounty.gov within 4 calendar days of the final determination.
