Hoffman Construction

Hoffman Construction Company, Contractor for Project Galaxy (“Project”) being performed for Thorns LLC (“Owner”) requests sub-bid proposals for Bid Package #2 – All Other Work.

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 10:00 a.m., September 3, 2025 at the Project Galaxy jobsite.  Attendees are to meet at 3340 NE Aloclek Drive, Hillsboro, OR 97124.  Attendees must bring/wear their own OSHA-compliant helmet, safety glasses, gloves, reflective vest, long pants, and boots in order to attend the job walk following the pre-bid meeting.  Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

Proposals must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to BIDS@hoffmancorp.com, no later than 2:00 p.m., September 17, 2025.

A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted.  Questionnaire can be found at https://www.hoffmancorp.com/trade-partners/#prequalification and may be attached as a separate file or submitted separately.  Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged.  Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.

A Contractor Controlled Insurance Program (“CCIP”) for on-site operations is being provided for general liability.

Owner and Contractor are committed to promoting and stimulating the growth of disadvantaged business enterprises, minority business enterprises, women business enterprises, veteran owned business enterprises and emerging small businesses (D/M/W/VBE/ESB) and maximizing opportunities for these firms to participate in the work of this project. Contractor has a goal of awarding at least 15% of subcontracted work to D/M/W/VBE/ESB firms.  Subcontractor shall endeavor to utilize such firms through sub-tier contracting and/or material purchases and shall provide documentation of their good faith efforts and achievements.
