This is a prevailing wage project. In accordance with the Federal Davis-Bacon Act, workers will be paid no less than the Davis Bacon Wage Rates General Decision Number ID20250108 dated 08/08/2025 for Heavy Construction and ID20250104 dated 06/06/25 for Building as set forth in the Contract Documents Wage rates are available online at SAM.gov.
All bids must be submitted pursuant to the instructions below, either submitted electronically or delivered. It is the Subcontractor’s/Vendor’s sole responsibility to ensure that the bid is delivered in the manner required by the RFP by the due date and time. Contractor has the right to reject any bid not properly delivered.
BIDDERS MUST UTILIZE THE SPECIFIED PROPOSAL FORM and Sealed bids are required to be submitted either electronically via Smartbid or delivered to Hoffman Construction Company of America, 420 W Washington St., Suite A, Boise, ID 83702 no later than 2:00 p.m. MDT, September 23, 2025. A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information should be emailed separately to bids@hoffmancorp.com. The inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged. Bids that are materially incomplete, are directed to other locations or received after the bid deadline will not be considered.
Bids must be complete and clearly labeled: “Bid Package: #5 – UV Disinfection System Improvements, West Boise Water Renewal Facility” and include Bidder’s name and address. There will be a public opening of bids. Bids will be opened in the presence of the Owner’s Representative. Individual bid responsiveness will be reviewed prior to award. The public bid opening will be held at 420 W Washington St., Suite A, Boise, ID 83702 at 2:15pm MDT September 23, 2025 and virtually at the link below:

Details
A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 2:00 PM, August 27, 2025 at the West Boise Water Renewal Facility WaterShed. Attendees are to meet at 11818 W Joplin Rd, Boise, Idaho 83714, Ancell Ave Entrance B at the WaterShed. Attendees must bring/wear their own OSHA-compliant helmet and safety glasses, reflective vest, gloves, long pants, and boots in order to attend the job walk following the pre-bid meeting. All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the contract documents.
