Hoffman Construction Company of Washington has been selected as the Construction Manager/General Contractor (“GC/CM” or “Contractor”) for the Port of Seattle Post IAF Airline Realignment Project (“Project”) being performed for Port of Seattle (“Owner”).  We invite you to submit a Sub-bid proposal and/or Material Quotation in your area of expertise and in accordance with the terms of this Request for Proposals (“RFP”).  We are an equal opportunity employer and request bids from all interested firms including disadvantaged, minority, women, disabled veterans and emerging small business enterprises.  Visit our website (www.hoffmancorp.com/trade-partners) for other Subcontracting Opportunities.

As used herein, the terms “Bidder” and “Proposer” are synonymous and shall mean the firm responding to this RFP.  As used herein, the terms “bid” and “proposal” are synonymous and shall mean the response to this RFP.

PRE-BID MEETING:

A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 10:00 AMApril 16, 2024 at the Port of Seattle Post IAF Airline Realignment jobsite.  Attendees are to meet at:

Sea-Tac International Airport:17801 International Blvd. (Pacific Hwy. South)SeaTac, WA  98158

Please park in general parking (floors 3,5-8), at the very south end of the airport garage, near the yellow or green elevators or rows N-U.From the airport garage:

  • Take the elevator to the fourth floor of the garage and walk across skybridge 1 to the main terminal. (The Link light rail Sea-Tac Airport station is connected to the fourth floor of the garage.
  • Take the escalator or elevator to the ticketing level. You will find the stairs and elevator to The Conference Center directly behind the international ticket counters to the mezzanine level.
  • Our reception area is at the top of the stairs, through the double glass doors on your left.

Attendees must bring/wear their own OSHA-compliant helmet and safety glasses, reflective vest, long pants and boots in order to attend the job walk following the pre-bid meeting.  All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the requirements of the Contract Documents.

Statements made at this meeting and site visit by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.

BIDDING INFORMATION:

Bidders must be properly licensed with Washington’s Department of Labor and Industries at the time of bid.

This is a prevailing wage project.  Bidders must comply with requirements of the prevailing wage law in RCW Title 39 Public Contracts and Indebtedness and RCW Title 49 Labor Regulations.  Workers must be paid not less than the Washington State Prevailing Wage Rates for Public Works Contracts in King County, effective date shall be the same as the MACC date of this project (January 25, 2024), and as applicable per the Project Labor Agreement .  A copy of the applicable prevailing wage rates is available for viewing at Contractor’s office and from the following URL: https://fortress.wa.gov/lni/wagelookup/prvWagelookup.aspx

DIVERSE BUSINESS PARTICIPATION AND INCLUSION PLAN: Owner and Contractor are committed to promoting and stimulating the growth of disadvantaged business enterprises, minority business enterprises, women business enterprises and veteran owned businesses and maximizing opportunities for these firms to participate in the work of this project.  Subcontractor shall endeavor to utilize such firms through sub-tier contracting and/or material purchases and shall provide documentation of their good faith efforts and achievements.  Project goal is 13%WMBE inclusion, however, Contractor has established a scope specific goal for each of the following items:

  • 20% – Selective Demolition, Wall Assemblies & Ceilings, Architectural Sheetmetal, Painting & Coatings, Lockers, Civil Work
  • 18% – Finish Carpentry/Casework, Doors, Frames & Hardware, Signage, Window Treatments
  • 15% – Concrete, Masonry, Steel & Caged Storage, Roofing, Tiling & Flooring & Underlayment
  • 13% – Windows & Glazing, Plastic Matrix Terrazzo, Baggage Conveyor

BID BOND in the form of a surety bond, cashier’s check or certified check in an amount equal to five percent (5%) of the bid must be attached to bids in excess of three hundred thousand dollars ($300,000).  BID BOND shall be payable to Hoffman Construction Company of Washington.  Bond may be emailed providing the original Bid Bond is delivered no later than the next business day.  Failure to provide BID BOND with bid shall render bid non-responsive.

All bids must be submitted pursuant to the instructions below.  It is the Subcontractor’s/Vendor’s sole responsibility to ensure that the bid is delivered in the manner required by the RFP by the due date and time.  GC/CM has the right to reject and bid not properly delivered.

CONCRETE BIDDERS: ALL BIDDERS SUBMITTING A BID FOR BID ITEM #1B – CONCRETE are hereby advised that an affiliate of Contractor intends to submit a proposal for the concrete work (Bid Item #1B) in response to this RFP. Bids for the Concrete Bid Item #1B must utilize the specified Proposal Form and be submitted as single file (less than 10MB) to const-proposal@portseattle.org no later than 11:00 a.m., May 10, 2024.  Include the notation “BID ENCLOSED” and the Contract Number (MC-0320575), title, due date and time in the subject line of the email.
