Hoffman Construction Company of America, Construction Manager/General Contractor (“CM/GC” or “Contractor”) for West Boise Water Renewal Facility (“Project”) being performed for The City of Boise, Idaho (“Owner”) requests sub-bid proposals for Bid Package BP#7 – Secondary Capacity Expansion Package 2. This bid package includes the following: Concrete, Metals, Rough Carpentry, Roof Hatches and Specialties, Thermal and Moisture Protection, HM Doors, Frames and Hardware, Steel Rolling Overhead Doors, High Performance Industrial Coatings, Mechanical, Process and HVAC, Electrical and I&C, and Earthwork and Sitework.
Bidders submitting a proposal that includes installation must be properly registered in accordance with the Idaho Contractor Registration Act at the time of bid, including Contractor’s License and Public Works Contractor’s License.
This is a prevailing wage project. In accordance with the Federal Davis-Bacon Act, workers will be paid no less than the Davis Bacon Wage Rates General Decision Number ID20260108 dated 01/02/26 for Heavy Construction and ID20260104 dated 01/02/26 for Building as set forth in the Contract Documents Wage rates are available online at SAM.gov.
All bids must be submitted pursuant to the instructions below, either submitted electronically or delivered. It is the Subcontractor’s/Vendor’s sole responsibility to ensure that the bid is delivered in the manner required by the RFP by the due date and time. Contractor has the right to reject any bid not properly delivered.
BIDDERS MUST UTILIZE THE SPECIFIED PROPOSAL FORM and Sealed bids are required to be submitted either electronically via Smartbid or delivered to Hoffman Construction Company of America, 420 W Washington St., Suite A, Boise, ID 83702 no later than 2:00 p.m. MST, February 19, 2026. A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information should be emailed separately to bids@hoffmancorp.com. The inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged. Bids that are materially incomplete, are directed to other locations or received after the bid deadline will not be considered.
BIDDERS ARE HEREBY ADVISED that an affiliate of Contractor intends to submit a proposal for the Concrete (Bid Item #1) in response to this RFP. The bid for that entity will be delivered directly to the Owner one hour prior to the public bid opening. Contractor’s self-perform bid will be read at the Public Bid Opening. All other sealed bids shall be submitted electronically via Smartbid or delivered to Hoffman Construction Company of America, 420 W Washington St., Suite A, Boise, ID 83702 no later than 2:00 p.m. MST, February 19, 2026.
Bids must be complete and clearly labeled: “Bid Package: #7 – Secondary Capacity Expansion Package 2, West Boise Water Renewal Facility” and include Bidder’s name and address. There will be a public opening of bids. Bids will be opened in the presence of the Owner’s Representative. Individual bid responsiveness will be reviewed prior to award. The public bid opening will be held at 420 W Washington St., Suite A, Boise, ID 83702 at 2:15pm MST February 19, 2026 and virtually at the link below:
