Colas Hoffman LLC, Construction Manager/General Contractor (“CM/GC”) for Jefferson HS Modernization (“Project”) being performed for School District No. 1J, Multnomah County, Oregon (“Portland Public Schools” or “Owner”) requests sub-bid proposals for Bid Package #3 – Baseball & Softball Turf Fields-All Other Work. This bid package includes the following for the PERMIT A FIELDS ONLY: Bid Item #1 – Masonry, Bid Item #2 – Architectural Sheet Metal & Roofing, Bid Item #3 – Joint Sealants, Bid Item #4 – Flagpole, Bid Item #5 – Signage, Bid Item #6 Scoreboards, Bid Item #7 – Civil & Earthwork, Bid Item #8 – Site and Structural Concrete, Bid Item #9 – Site Furnishing and Select Athletic Equipment, Bid Item #10 – Landscaping & Irrigation.
A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 8:00 a.m., March 18, 2026. Attendees are to meet at Jefferson HS Modernization jobsite located at N. Kerby and N. Humbolt Avenue (see map in Request for Proposals). Statements made at the pre-bid meeting by representatives of the Contractor, Owner, Architect, Engineers, and/or others are not binding and do not change the RFP documents or bidding requirements unless such statements are confirmed by written Addendum to the RFP.
Proposals must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to BIDS@hoffmancorp.com, no later than 2:00 p.m., April 7, 2026.
A completed Subcontractor/Vendor Questionnaire including latest year-end safety and financial information must accompany the proposal unless previously submitted. Questionnaire can be found at https://www.hoffmancorp.com/trade-partners/#prequalification and may be attached as a separate file or submitted separately. Elaborate proposals or the inclusion of non-essential information e.g. marketing/promotional material, safety manuals, resumes, etc. is strongly discouraged. Proposals that are materially incomplete, do not include current Questionnaire with latest year-end safety and financial information (unless previously submitted), are directed to other locations or received after the bid deadline will not be considered.
Bidders must be properly licensed with the Oregon Construction Contractors Board (“CCB”) at the time of bid. Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted. Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid. This is a prevailing wage project. Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C. A District Specific Insurance Program (“DSIP”) for on-site operations is being provided for general liability.

Owner and Contractor are committed to promoting and stimulating the growth of Certified Businesses. Project has a goal to award at least 25% of the total amount Contractor pays Subcontractors to firms certified by the State of Oregon Certification Office of Business Inclusion and Diversity (COBID), State of Washington Office of Minority and Woman Business Enterprises (OMWBE), or certified by states of Oregon, Washington and California US DOT as a Disadvantaged Business Enterprise (DBE). Prime-tier Subcontractors that are not Certified Firms will have the same goal to utilize lower-tier Certified Businesses for 25% of their Subcontract value.
